It features tools and options that are only found in Photoshop or other expensive applications. Totally recommended, from resizing images to retouching photos and creating something from scratch.

PicPick is an all-in-one application that lets you take screenshots, pick on-screen colors, measure distances in your screen and more.
It can be used on the go if you download the portable version.

FuturixImager is a freeware replacement for Windows Image Viewer.
It has a basic image editor and can scan and print images. It supports many file types, including RAW.
It is not a full featured image viewer like XnView but you can use it instead of the default image viewer that comes with Windows.
PhotoScape is by far the most feature-rich free application when it comes to doing work with images, except for Paint.NET which is a professional-grade free editor.
The interface can be better because it feels a little disorganized but in the end, it is a great program for working with images.
Being free adds more value to it.
